EGRonda 2026 Announcement

The Ministry of Hydrocarbons and Mining Development of Equatorial Guinea, represented by H.E. Minister Antonio Oburu, confirms that its open door policy for exploration and production (E&P) assets remains in effect.

Following three years of direct negotiations with a broad range of major industry players and the successful conclusion of 25 agreements (7 PSCs, 11 Reconnaissance Licenses, 4 Heads of Agreement, and 3 MOUs), the Government has decided to maintain this approach until further notice.

Equatorial Guinea reiterates the availability of 12 blocks (EG03, EG04, EG12, EG19, EG21, EG26, BLOCK W, BLOCK S, EG A1, EG A2, EG A3, and EG A4) and invites E&P companies worldwide to continue investing, leveraging the country’s hydrocarbon potential and enhanced fiscal terms designed to stimulate exploration and improve investor returns.

The open door policy, under which companies may apply for and negotiate contracts directly with the Government, underscores Equatorial Guinea’s commitment to a transparent, investor friendly framework that supports both local and international participation in resource development.

Finally, the Government confirms that the direct negotiation policy is also applicable to the mining sector for companies seeking to invest in the country, reinforcing Equatorial Guinea’s broader strategy to promote sustainable growth and diversification within the extractive industries.

Current Application Process for Direct Negotiation:

  • Express interest directly to the Ministry of Hydrocarbons and Mining Development (MHDM). Contact: oilandgas@egronda.com
  • Optional: attend data room.
  • Applicants are requested to submit:
    1. Name(s) of applicant(s) and proposed operator.
    2. Block applied for.
    3. Technical proposal including work programme.
    4. Operator’s skills and experience in petroleum operations.
    5. Ability to finance proposed work programme.
    6. Commercial offer.
    7. HSE statement.
  • The Ministry will evaluate the application.
  • If successful, Ministry will seek to agree final PSC terms with companies during the PSC negotiations.

Equatorial Guinea Oil & Gas Licensing

The Ministry of Hydrocarbons and Mining Development (MHDM) maintains a comprehensive database compiled since the 1970’s, which includes all the 2D and 3D seismic surveys across the country, and a well database that includes a variety of well logs and reports, from basic logs, rock and fluids analysis, operational activities, test results up to lithological and biostratigraphic analysis.

The database includes a collection of technical reports on specific areas as well as regional studies, including petroleum systems and basin modelling studies. For a number of fields and discoveries, several static and dynamic reservoir models have been inherited and preserved in the database for consultation.

How to Book a Data Room:

  1. Request data room access by completing the letter template for download located down below. Please, specify: company name, blocks of interest and contact details.
  2. Email letter to: oilandgas@egronda.com
  3. MHDM will grant data room access by email notice.
  4. Data room booking date: companies can engage directly with Perceptum Ltd. By email or phone to agree dates for visit.
  5. Sign a Non-Disclosure Agreement (NDA) and Data Room Rules.
  6. Companies are allowed to take some screenshots away.
  7. Companies can license data at any time.

The current Hydrocarbon Code was drafted in 2006 and sets out the regulatory provisions governing the petroleum sector. The Hydrocarbon Law is administered and enforced by the Ministry of Hydrocarbons and Mining Development (MHDM) who adjudicates all decisions, negotiates and signs all contracts between the State and 3rd parties.
